Overview of the DPSS implementation plan
In its 2024 implementation plan, Digital Public Services Switzerland (DPSS) sets out the projects and areas of focus that will play a role in fulfilling its strategic objectives and the strategic priorities set out in the Digital Public Services Switzerland strategy for 2024–27 strategy. The 2024 DPSS implementation plan was approved by the DPSS Political Management Committee at the meeting held on 26 October 2023.
The implementation plan includes the following components:

DPSS agenda on national infrastructures and basic services
The Confederation and cantons have defined five joint goals in the DPSS agenda. The aim is to accelerate the urgently needed development and introduction of infrastructures and basic services. Each of these goals is to be implemented in an initiative. Measures for the actual implementation are included within the initiatives. The organisation which is responsible for the area of focus is also responsible for implementing the initiative measures either as a project, a sub-project or an individual measure within a project.
Areas of focus
The areas of focus help to fulfil the objectives and areas for action set out in the strategy. They are designed to create added value for the public, the economy and public administrations, and to promote collaboration across different levels of government.

Establishing federal data management
Target vision: The requirements for federal data management (legal, organisational and cultural) which are essential in order to observe sovereign responsibilities have already been created. This means that systematic data management has been established at all federal levels in accordance with uniform principles. In particular, this enables the once-only principle to be implemented systematically which will lead to a significant reduction in data being collected multiple times. The National Address Service (NAS) is being used productively in the majority of cantons. Other projects demonstrate the tangible benefits of federal data management.
NextEstablishing cross-authority digital identification
Target vision: A system of state-recognised electronic credentials (e-ID) will enable Swiss residents to prove who they are using digital proof of identification. The Confederation issues the e-ID and guarantees the operation of the necessary trust infrastructure. The legal basis has been created and public bodies are using e-ID across the board.
NextEstablishing the institutional bases for cloud services in the administration
Target vision: The most important institutional and legal bases for the use of cloud technology in the administrative environment have been clarified. Use of cloud technology follows a clear objective and can be planned systematically (as good practice). The need to develop expertise on a joint basis (including sharing experiences, networking of experts) and for joint cloud services among the administrations of all three levels of government (whether jointly procured or developed) has been addressed with specific measures.
NextExploiting the potential for automation and simplification for businesses
Target vision: A self-regulating ecosystem (business, solution providers, administration) on the use of APIs (interfaces) has been established. There is an open-ended, cross-sector API directory available. The legal and organisational questions regarding provision of APIs by the administration have been clarified. Two to three scalable applications have been implemented with the ecosystem approach.
NextEstablishing a digital channel between the public and the administration
Target vision: The cantons have comprehensive service portals to provide their residents with access to digital services that affect them. The service portals have the necessary basic functions they need to simplify dialogue with the administration in a user-friendly way. The most important services provided by the communes are integrated in line with people's lives and needs. The range of services covers at least 80% of a common catalogue of services offered throughout Switzerland. It is possible to reuse the basic components and service modules that are developed jointly and there are examples to support this.
